i think there's an ASTM for dynamic penetration testing and I know there's one for the SPT. Review these and you'll know the differences. It's not that complicated.

Some manufacturers of dynamic probes will offer some scoop on the possible relationship of that method to SPT. Then you need to take that with a grain of salt, considering your site materials.
