Ducts around API tanks

Hello friends, I am supervising the construction of an API 650 tank farm. Our contractor has installed electrical ducts around the tank bases at about 12" from the walls, I didn´t find it in the code, but we never saw them installed this way, any experience on it?

Actually some of the ducts are only 2" separated from the tank walls
 
What are the tanks storing, what are the ducts carrying, what classification is the dike area?
 
There will be diesel and gasoline. The ducts are aluminum pipes for electrical control cables. Class 1 division 2.
Please see the picture attached on the right on top of the concrete ring you can see the electrical conduits.

Generally these are instrumentation and lighting - low voltage and amperage. It is common to locate these as shown in your pictures.

My two cents on terminology, these are electrical conduits, some a little bit flexible and some rigid--not ducts.
