We have a dual speed (4/2 poles) blower motor with tapped winding Y/YY. If we want to use it only at high speed all the time, can we make permanent connection of windings corresponding to the high speed mode, and just make a DOL start of this motor provided we have motor starting provisions appropriate to the current in high speed mode? Please advise.

Yes.

Nameplate data:
4-pole mode: 1 kW,60 Hz, 1780 RPM,Y480V, 3.5A
2-pole mode: 7 kW,60 Hz, 3540 RPM, YY480V, 14.5A

Direct start at 2 pole will not be an issue for the motor or for supply.
Should check how this will affect the fan itself.
Sometimes, the application requires starting trough lower speed due to load acceleration.

Thanks a lot, Waross and Zlatkodo!
