Dry Pipe Valve Location

Here is my situation:

I have a standpipe riser located in the stair. At the top of the standpipe riser, where a cap is normally found, the Contractor has installed a dry pipe valve in line with the riser. The dry pipe valve feeds the dry system on the roof.

Although this is an odd place for a dry pipe valve, I see it as no different than installing a horizontal floor control assembly off the riser for the top floor.

Any thoughts on this. 2010 edition of NFPA 13 and 14.
