8.17.1.4.1 Where a control valve is installed in the connection to pressure-type contactors or water motor-operated alarm devices, it shall be of the indicating type.
8.17.1.4.2 Such valves shall be sealed, locked or electrically supervised in the open position.
So CDAFD start looking for pressure switch valves and you will find MANY that are closed with very few with electronic supervision. The switch for water flow was the one I would make a fuss about particularly for data centers with preaction valves and many $ at risk, not to mention the mega warehouse with stock to the roof. So who closed the valve, the last guy who worked on or tested the system, most building maintenance folks had no clue about it.
The valve is necessary for the maintenance in the event the pressure switch needs replacement. Otherwise, the owner may need to take the entire system out of service for a relatively simple maintenance function.
