Drought Return Period

Hello: I need to determine the minimum water level in various empoundments based on a 50 year drought return period. The minimum water level is for certifying potential firefighting water sources in rural areas in accordance with NFPA Standard 1142. I've contacted NRCS, however, they can only provide rainfall data. Has anyone run into this drought condition before that can steer me in the right direction?
 
Try checking with your state water resources office. Also the USGS may have drought information. Hopefully you are in the States. If not, I have no idea where to find the information.
