Can anyone advise me as to where I might be able to obtain a copy of the Veritas Report - 88-3172 "Design Against Accidental Loads"

For the report you are looking for, you may have contact Vetitas themselves. Other related references are DnV Guideline 14.5, "pipeline - trawler interaction" also check the OTC listing on the subject, there are several papers, offhand I do not have the references.
