drilling problem 1

I need to drill a hole in 12mm flat bar. The hole is to take 20mm round bar.The angle of the hole needs to be 40 degrees. I have a drill press and can set the base to 40 degrees. How do i get a hole (pilot) to start without bending drill from center punched mark?
I need to do 3 such hole along the length of bar.

The problem is that even with a pilot hole the 20mm drill bit will want to walk since only one side will contact the flat bar. What I have done, which is admittedly hard on the drill bit, is drill the hole at 90° first. Then with the bit in a hand-held power drill, keep pushing the drill to the side until you get to the desired angle. This works because most drill bits have a cutting edge along the entire flute.
