Drawing Template Help

I am running WF 3.0 (yeah, I know, but I am stuck here until we get beyond IntraLink 3.4)... Making a new drawing template and accidentally deleted the custom symbol "VIEW_TEMPLATE_SYMBOL". Of course, this deleted all of the existing template views in the template. How do I make new ones? I honestly can't remember how. I did reload the "VIEW_TEMPLATE_SYMBOL", but if I try and insert a view, it wants a model to base the view on.
 
It's been a long time since I made a drawing template but I remember the work flow was very wonky. I think you have to start with a drawing and add a model then convert the file to a template (save as ...) and delete the model. Something like that.
 
Even stranger, even though there is no view defined in the template, one shows up in the new drawing and it generates an error message.
