Drawing in local coordinate system?

Dear colleagues, I need your help. Please tell me:
1. Can I define grid lines using local axes and origin lying on chosen frame element?
2. Or, how to align global axes with chosen origin and local axes directions of a frame element, and then define grid according to those axes?
