I find myself in the same position as the original poster. A small but growing company needs to manage the drawings before it comes back to hurt us.
Heckler - Do you have a copy of the database from 2004 available? I was going to pursue Access but the previous post has cooled my on Access.

We have been using an MS ACCESS application since 2005. It hase a fairly decent collection of document control functions. It is a multi-user relational database with record locking. We have had no issues. I would say inexpensive also. Go check out if interested. It does not manage the files. It manages the definition, release, ecn, procurement of....
Anyhow with all that said I am going to check out the opensource links from this threads posts back in 2004...
