Drafting standards for general environmental

I am helping to create a set of standards for environmental disciplines. New to this area I am not sure where to start. If anyone has any ideas or advice I am open for all feedback. Thanks for any input.

Are you developing these standards as a governmental regulation or a large project contract? The starting and outcome points are quite different.
