Drafting Margins

Something has changed in my setup and I can't find it

When I place my ordinate dimensions I usually put a pair of margins upper left and another upper right

That way whichever side the dimension is closest to it snaps out to that margin on one of the 4 sides

now when I create the first set of margins, they are blue in color which is expected, but the second set is always sort of orange color and dashed, and they are ingnored

Does anyone know why this happened and how to fix it?
