Doweling (Anchoring to Concrete) Rebars - Guidance (ACI 318?)

ACI 318-11, has the Appendix D- Anchoring to Concrete section. However, in Para. D.2.2 it states that "Reinforcement used as part of the embedment shall be designed in accordance with other part of this Code." Does this mean that Appendix D is not applicable to rebars?

I take that to mean that rebar used a supplemental reinforcement to increase the dowel capacity is designed by the normal ACI 318 provisions.

Teh has it correct. Appendix D (straight up) doesn't give you much credit for supplemental reinforcement. In reality, you can use other provisions of the code (strut & tie, etc.) to explicitly design supplemental rebar to preclude concrete failure. Pedestals and hairpin anchors are the most common situations when you should take advantage of directly designing the supplemental rebar.
