Doubt about Appendix F

From which pressure is necessary to use the calculation as per Appendix F? For pressure of 2.0 kPa is necessary to use the AppendixF? If the weight of roof + shell exceed the internal pressure multiplied by the cross-section area of of the nominal tank diameter I need to use the Appendix F?
