If you are making a vessel out of pipe, refer to the applicable product form procedure qualification by the product specification set by rule 84(e). For example: for Pipe follow ASTM A333 impact test rules.
My opinion, no, it does not. "Test Plates", as used in Section XIII, means the same thing as "Test Coupon", as used in Section IX. Both terms mean the same thing, but "Test Coupon" is more accurate.
Section XIII needs to be corrected and aligned for consistency.
But certainly, the term "Test Plate" means either plate, pipe, tube, etc.
