does anybody suggest that for a temp variation of only 6 degree shell and tube small heat exchanger needs u stamp certificate?

6 deg F or C? What's your U-5 form say? Are you referring to design temperature?

It will depend on local regulations, and most likely due to design pressure and design temperature.
