Please explain to me, what is Dobey Beam?
Ive been searching for this, but im still have no luck

No idea. It might help to know in what context you have seen the term.
 
Never heard of it. Where are you? Perhaps it's jargon in some particular geographic area.
 
Adobe? (can't find that as applied to beams, either.)
Dolby? ("Dolby beam" seems to be a sci-fi weapon.)
 
Dobie Blocks are used to support rebar in grade slabs, usually with tie wires.

Are you dealing with a new software or analysis method and maybe mishearing "dummy beam"?
 
All I can think of is the dobie blocks used to support reinforcement of a slab on grade prior to the pouring of the concrete. I suppose you could use a similar term for supporting a PT duct, tendons, or something that might require some more significant support.

why are we using the dobies in footing foundation if we can make a cast in place concrete or grade beam?

They are used to support the rebar where the concrete is to be placed on soil, the concrete is cast in place, with the soil or crushed stone base being the bottom form.

I believe what paddingtongreen & JoshPlum are descibing are small concrete blocks to ensure the correct cover to rebar is achieved.
We would normally use 'bar chairs' made of wire or plastic.
