please can someone tell me if ineed to get a structural engineers report to core drill through a 300ml reinforced concrete slab - it needs to be 110ml wide? Thanks
If the slab is PT, I would definitely consult a structural engineer prior to any drilling.
If the slab is CIP, probably not. Depends what the jurisdiction wants. However, I would still try to locate the reinforcing steel and miss it. Stay away from columns and the center of slab spans. Near the quarter of the spans would be a likely candidate area.

In addition to determining whether the slab is post-tensioned or reinforced with mild reinforcing what is the location of the proposed core drill in relation to the columns below? If you are core drilling within the critical shear perimeter of a column you are reducing the punching shear capacity and this should be reviewed by an engineer prior to drilling.
