May I know if anyone has an idea or reference for criteria of designing/sizing distribution network for district cooling system?

You should provide some boundary conditions, otherwise the scope of ideas will exceed your needs and costs will be far higher than your project can justify. If you want realistic answers, ask realistic questions.

The big problem is insulation and condensation.
