In STAAD is it possible to model a dissipative force?

For example, an action of 10kN is placed onto a beam, however due to the nature of the force, when the beam is allowed to deflect by 5mm the action on the beam is 0 kN, or x kN less.

You could model a multi-linear spring that offered little or no resistance for the first 5mm, then kicks in with a high resistance after that, but it's not exactly the same thing.
