I am planning to build a low-cost DRM only receiver($50).
In this regard, looking for help to building a low-cost SDR which could provide IQ data and tune frequency range from 500kHz to 1.7MHz.
 
Plenty of cheap off-the-shelf SDR kits out there... some even in the <$100 range (but not by much). $50 may be asking a bit much unless you design every inch of it.

DRM is a format (several related formats) used in various frequency bands. AM, SW, FM and perhaps L-band (not sure).

The SDR USB sticks were getting as low as US$6 with free shipping. The typical ones didn't directly receive below about 35MHz.

For lower frequencies, like SW, converters were offered. About $100. Offset started at 100MHz, but shifted to 125MHz due to FM broadcast interference.

Now they're built-in. And crazy cheap.

Even if you really want to build one, it might be a good idea to buy one first.
 
It's worth noting that the common consumer chips do not directly sample at RF. The USB SDR sticks include a tuner stage that down converts the RF to an IF frequency.

RTL2832 R820T seem to be a common set of chips. eBay is still full of them.

There are others.
