Different Length Shell Plates

Does API 650 allow for different length shell plates on the same course. ie could you use 4 plates of equal length and then one small piece of less than a meter to form the shell?

In general, yes. A sheet less than a meter long would be undesirable due to weld shrinkage issues, and would normally be made longer with one of the other sheets made shorter.
