Difference between the Max. Allowable Stress values and Design Stress Intensities (Sm)?

Refer ASME BPVC SEC II Part D, Subpart 1 Stress Tables , TABLE 1A (Max. Allowable Stress Values for ferrous materials) & Table 2A (Design Stress Intensities). I want to know the difference in results we obtained by using each of them and what is their actual difference from theoretical point of view.
 
Refer to Mandatory Appendix 1 and 2 of the same Section/Part for the derivation of the values.

To reply to your question, first I will give you an assignment.
Calculate the Principal Stresses (Rankine), Max shear stress (TRESCA) and Von Mises stress for the following problem:
NPS 16, 0.375 inch wall thik pipe operating at 1000 Psig internal pressure?
