ANSI / AF&PA Special Design Provisions for Wind & Seismic (SDPWS), Table 4.2.4, gives Maximum Diaphragm Aspect Ratios. Being AF&PA, this table is applicable to wood only.

Is there a similar Table, Reference, Rule of Thumb or other Aspect Ratio Guidelines for Steel Deck on Steel Joists?

Not that I know of. But you should check deflection of the diaphragm when the aspect ratio is around 2:1 or larger.

Evaluation reports (e.g. ESR) for the decks typically have recommendations or requirements for the aspect ratio.
 
I believe chapter 16 of the California Building Code has some limitations similar to what deck manufacturers specify in ESR reports.
