What is the meaning of diametral interference between two round components?
 
I can think of three:
By design... press fit.
By stack analysis... lack of fit or clearance due to tolerance or tolerance accumulation.
By measurement... either a bad design or bad product.

It means that the shaft is bigger than the hole, as per one of PaulJackson's suggestions, above.
