Development of welded wire

WHen using welded wire fabric ...why is the develpment length of deformed wire ...say D16......slightly more than the calculated development of plain wire....W16???
 
What are you using the plain wire for?

I know for reinforced concrete, lap length for welded wire is usually defined in terms of grid spacing, I believe at least two 'sections'. This might just be more than the specific development length for individual wire because the number is truncated.

WW fabric is never installed right anyway. Just use #3 bar!
