Development length of Rebar

Okay this is a fun one!

I am working on a U.S. government project Venezuela. The deformations on the rebar do not meet the minimum requirements. We have been asked to determine if the rebar will work with the smaller deformations. Unfortunately the drilled piers have already been cast.

Does anyone know of resources that will determine the development length of rebars for various deformation heights?

You might start with contacting ACI to see what they can do for you.
 
Is it a standard type of bar in Venezuela? Maybe you can refer to whatever local resources there are. If it's a manufacturing issue and not a standard type of bar and it's already in the concrete can you actually be sure what the deformations are to a reasonable level of certainty? If you have a couple of mill reports, or something like that, and they're off spec you have no way of knowing that the bars that weren't tested aren't worse in some way.
