Detention Basin Discharge Pipe Size

Is there any quick way to determine the size of a pipe that will be used as a discharge control (discharge pipe) for a detention basin?
Pre-development qo = 36 cfs, Post-Development qi = 77 cfs
The Storage Volume of the detention basin from TR-55 Vs = Vr (Vs/Vr) = 80,000 cu. ft. = 1.84 ac-ft.

The way I approach this situation is to design a culvert for the existing flow rate based on the existing water surface elevation. Then I size a storage basin based on that data.

The formula for a circular orifice, fully submerged, may be writte as:

d= 6.166Sqrt(q/h^0.5)

where d is in inches and q is icfs and h is in feet

This or something like it may be found in almost any hydraulic textbook.
