Designing a pressure fan (for air) from scratch

I am taksed with designing a radial pressure fan from scratch. I am familiar with the fan laws, however they really only help when there is already a known fan with its own known empirical data to begin with...

Let's say I have to move 100 SCFM of 70 degree F air at a 25 inch of water pressure drop. How would I even begin? I need an inlet diameter, a wheel thickness, a wheel outside diameter, as well as a housing diameter. Are there any links to sites showing how this is to be calculated? Thanks for any help!
