I have to check the design of a AISI 1541 pin.

I don't believe this material is covered under AISC or the AISI cold form spec.

Any ideas on how to go about determining the shear capacity?

I have the material properties,...

If you take 60% of UTS that should be a good approximation. The 0.57*TYS is another common one. This is from the von Mises/distortion energy/octahedral shear stress criterion. This is technically referred as shear yield strength = 0.577*tensile yield strength.
