design temporary diversion for culvert box

In my project, there is a hug twin cells culvert box that I need do a diversion for it. The problem is the area is so congested. So we are thinking about to use number of pips to go around it. My co-worker is worry about the velocity may reduce due the sudden change from culvert box into pipes. I was thinking about before the culvert reach the connection pips, put up wall with orifice weir so that it will create slow flow situation to reduce the velocity. My question is what kind of equations people use to size the orifice and of the weir? How can I calculate the water stage up duing certain rain full event? Do I really need to model it?(cause I cant use any software to help, but hand cal.) If you anyone here can give me some hint will be great!

A couple of questions that may help the forum better answer your questions;

1) What is the reason for the diversion? Replacement I would guess?
2)What is the expected construction timeframe that you'd need a diversion?
3) Is the baseflow through the culverts a concern or just runoff?
4) What is the diversion criteria? (i.e has there been any correspondence between you an your client to determine what flow if any has to be diverted?

 
What's your design flowrate for the diversion? How appropriate your solution is will likely hinge around that, and around the base flow issue Ryb01 brings up.

The first thing I'd consider, depending on your application, is whether you can use the fact that it's a double box culvert to your advantage. Leave one box open while you do work in the other.
