Design of concrete containment bunds

Can any advise me industry practice or a name of a reference for design of concrete for the containment area for some heavy fuel oil tanks. We are are required to meet specified permeability requirements and fire requirements. The tank footings have been designed as ring beams. The proposal at this stage is reinforced concrete. Issues I need to address include slab thickness, shrinkage cracks, use of fibre reinforcement, construction joints, sealing to pipe pentrations and ring beams, "water" stops, placing concrete on slope of bunds. Details:

Plan dimensions of slab within bunds 50x26 m
Height of bunds 2.4m
Slope of bunds 1V:2H
2 tanks each 17m diameter
Very close to the sea
