Does anyone know of any such similar publications available out there that focus on ASCE 41-13?

I Googled a bit, only saw a few reports by Degenkolb, which are not very in-depth and are for very simple one or two story buildings. See attached for example.

Not much guidance available that I am aware of. The SEAOSC Design Guide Vol. 1: City of Los Angeles Mandatory Earthquake Hazard Reduction in Existing Non-Ductile Concrete Buildings runs through a Tier 1 and Tier 2 evaluation of a concrete building that you may find helpful.
