Design and Detailing of Large Rectangular Hollow Columns - AASHTO Seismic Requirements for Zone 4

Hi,

I am looking for detailing guidance for detailing reinforcement to satisfy AASHTO requirements particularly for a hollow concrete rectangular column subjected to seismic zone 4 requirements.

The column has plan dimensions of 16m x 14.8m and the walls on the 16m side is 1.4m and the other wall thickness is 1.8m.

The column is 51m high.

A Lusas Analysis has shown that plastic hinges only forms for a 1 in 2475 design return period.

Do we still detail to meet Zone 4 requirements in terms of confinement of reinforcement, detailing for plastic hinging and not splicing bars at the bottom of the base (typically sensitive to hinging)?

The longitudinal reinforcement is based on a minimum area of steel of 1.23%.

Will appreciate any good reference with practical sketches.
