Deflector Distances in Obstructed Construction 1

I have a room where the lights are surface mounted to the bottoms of the concrete tees. Since the room is concrete tee construction, am I limited to NFPA 13, 8.6.4.1.2 paragraph five, or can I apply paragraph one? If I can apply paragraph one, I can put my deflector six inches below the bottom of the stems, which puts my deflectors just below the lights.

I tend to think we can do either option based on the initial language of section 8.6.4.1.2

Alternatively, we can just move the sprinklers over far enough to spray below the lights with the deflectors one inch below the stems, but still wanted the thoughts of the forum on the options above.

 
Option 1)You can be 1" below the stems regardless of depth.
Option 2)You can be 1-6" below the stems to a max of 22" below the deck.

So, if you have 18" stems, then you could be 4" below the stems and that may get you below the surface mounted lights.
