hi......im trying find deflection of a laterally loaded pile by Broms method and having difficulty to estiamte the restraining length. Is there any empirical relation or thumbrule for this? can anyone plz help me?

The text "Soil Engineering, Testing Design & Remediation" by F.H. Chen, has very nice and simple diagrams for lateral load capacity of piles. It divides it into fixed head and free head. Then it subdivides it into sand or clay. It is for 1/2 in lateral deflection. Get yourself a copy from the net.
