Definition of "washboarding"

In NACA Report 748, from 1942, "Normal-Pressure Test of Rectangular Plates" by Ramberg, McPherson, and Levy, the term "washboarding" appears several times. Can anyone define the term?

The two web sites relate to washboarding on a roadway surface. The article I refered to relates to washboarding of rectangular plates under normal pressure.
