Definition of "pea rock" (or "pea gravel")?

It's usually 1/4 to 3/8 inch gravel - but this can vary.

Sieve Size Percent Passing by Weight
12.5 mm 100%
10 mm 90 - 100%
5 mm 0 - 10%
2 mm 0 - 1%
* This material shall be clean naturally rounded aggregate.
The naturally rounded/nonfractured part can be important depending on the application (ie. naturally rounded stone should be used when pea gravel is being placed against a geomembrane or drain tile to eliminate puncturing).
