Definition of 95%VRS

Where can I find a definition for "VRS with 95% reduction", as it is refered to in AP42. Does it refer to a vapour condensing system, or a wash column, or a flare system or all of the above mentioned? Please help?

Vapor Recovery System, I believe. Sounds like an condensing system.
