decreasing peak discharges

Hi guys,

I am using hydrocad to model my pond and I am trying to reduce the peak discharges for the 2 yr, 10yr, 100 yrs storm to the pre-developement discharg rate.
The pond has a riser structure with 2 orifices at different elevations and a 24inch diam culvert outlet pipe (device 1).
I tried increasing elevations of the orifice and also reducing size but no luck.
I have attached a pdf of pond profile.
Any help will be appreciated.
