Decommission of a WWTP

We have a project coming up that entails the decommission of a WWTP. The plans are to "mothball" the plant and to not demo the structure. My assumptions at this point are the environmental issues such as cleaning and proper diposal of residual materials as well as an assurance that the plant is un-operable and secure from influent flows and/or accidantal spillage. Does anyone have any suggestions or particular items to cover? Thanks
 
Pump/vacuum dry in each tank and compartment. Mark each connection and nozzle as to use, size and destination. Spray a bleach solution, (1:16 dilution), prior to wrapping or enclosing with waterproof cover. Elevate/store on dunnage or skids.
 
In addition, the decommissioning would depend somewhat on the waste stream that you are processing. Climate would have an effect as well. And you should consider site security.
 
Cutoff power to the site to prevent energy/$ drain.
