de-oiling heavy fuel oil pipeline

What would be the best method to de-oil a 10 inch diameter, 2250 meters long length of submarine pipeline filled with #6 heavy fuel oil. The pipeline is being decommissioned & removed from service.

Taking cost effectiveness & environmentally friendly into consideration
 
Push it out with diesel or a lighter diluent oil, naptha etc.

Burn it or chop it and scrap it. Sell it to a rebar mill...they don't care if it had oil in it..
 
Ron, If I'm not mistaken, I think the line is still underwater with oil in it.
