De laval Nozzle Question

Is the outlet velocity of the gas from de laval nozzle independent of its inlet velocity ? From the eqn i can see that the outlet velocity is dependent on inlet pressure,temperature,isentropic expansion factor, outlet pressure.
Additionally will choked flow occur at 500m/s(inlet velocity) or does the velocity need to be higher ?
