Damper mechanism for floating objects

Hi,
How can I design a damper to prevent vertical movement of an object suspended at a depth greater than 15m below a surface float which is driven by the wind and the tide. There is an elastomer link between the damper and the object and I am just having difficulty in the best way to approach any design work.

Sorry - meant to state that the object must stay at the same depth regardless of what displacements the surface float is going through.
