D1.5 PQR pass variability

The way D1.5 is written, the assumption is that "the PQR" presents a single set of parameters, when in reality each pass in the qualfication weld can be different from the next.

How much variability do I have to accept? A few people have said they use Table 5.3 as a guideline, but I don't have much of a legal leg to stand on rejecting someone's PQR on that basis. Furthermore, if they're planning on qualifying based on max heat input rather than section 5.13, does that mean I should accept a 40% variation in heat input among those passes? And if so, why should I base that on their average? Why not on the max HI pass?
