CWI and Site Construction Manager roles

Can a site CM in a power project who is also a current CWI perform both the functions? This issue just came up as their original CWI left the job abruptly and the CM is now doing this apart from his administrative duties which seems a lot and conflict of interest to me. Are there any code references available to clarify the responsibilities and duties?

Unless you already have a contract calling for an "independent" CWI, then there is no (legal/moral/ethical) reason for one company not to have two of its own qualified employees doing the CM and the CWI jobs. Or one of its qualified employees doing both the CM and CWI jobs.

But ....

Is it really smart for the CM to try to do ANYTHING else during construction?

Literally, you would have him (her ?) focusing on one weld and one welder and one sheet of weld quals at a time, just when you NEED him to be managing the whole "strategy and tactics" and salesmanship and leadership roles of getting the project moving .... anticipating next week's problems while solving tommorrow's problems caused by yesterday's errors, and preventing today's errors from becoming tomorrow's problems.

I am unaware of any such code or reference which would clarify such duties. But anybody can do CWI work, unless as stated above having a contract saying otherwise.

The simple answer is that it is almost certainly a conflict of interests, and should not be permitted. This is expressly forbidden in most building codes that require an AWS CWI, as far as I am aware.
