Cutting top of bolt (pinned support under compression)

Hi all, would it be okay to cut the top of a chemset bolt to make it flush with the base plate and plug weld the top of the bolt hole as required? The pinned base plates have been designed for compression, there is no uplift. Therefore, I am thinking the only purpose of the chemset bolts is to fix the base plate to the slab below and so cutting the top of the bolt would be structurally okay.

I think welding heat may well damage the Chemset polyester adhesive.

What is happening that the nuts are now in the way?
 
Thanks for replying Tmoose, we have decided to go with counter sunk anka screws so that its pretty much flush with the top of the baseplate.
 
I'm no fan of considering bolts as centering devices, or lightly torqued bolts as pins capable of resisting shear forces .
How many of the fasteners in the pattern are actually going to make contact with the base plate etc until things get really ugly?

Countersunk / flat head screws are even less capable.
 
If the epoxy is set after the fasteners are installed that could eliminate the tolerancing issues around countersunk fasteners.
 
It is for a small mezzanine floor that is being added to an existing structure, so not much shear forces and no uplift. The concrete slab is already there and the countersunk bolts we are using are mechanical, so no epoxy.
 
Hmm, "Chemset" bolts that are mechanical and not epoxy? Thats counterintuitive. They should be called "Mechset".
