Cutting leveling shims

I’m working on a project with the following note in the steel election specification:

Snug-tighten anchor rods after supported members have been positioned and plumbed. Do not remove wedges or shims but, if protruding, cut off flush with edge of plate before packing with grout.

The contractor is asking about it because it would be a tedious task since the columns are in 8” deep recesses that are only slightly larger than the baseplate and the shims only protrude a couple inches. I don’t really see what purpose this serves, the whole recess will be encased at the end. Anyone seen this before?

That would be a generic note for situations where column bases are exposed. If it is in a pocket, just fill the whole pocket. Common sense, I think.
