cuts flush with curved surfaces

Does anyone know how to make a cut that is flush with a curved surface; I want to make tread in a tire.
 
Create your tyre in the flat, rolled-out condition and then use a torroidal bend...
 
can't you use a cut by revolution? i don't know how complicated the cut will be.
